The Joint Supplier Registration System is Oman’s industry-wide supplier certification system. Business Gateways International operates it on behalf of the Ministry of Energy and Minerals. It gives the oil and gas operators and other large buyers one shared pool of checked suppliers, so that a supplier does not have to be vetted from the beginning by every buyer.
Since 1 July 2021 the Ministry has required every supplier taking part in bidding for the oil and gas operators and concession companies to hold an active JSRS certificate. The operators connected to the system include Petroleum Development Oman, OQ Exploration and Production, Occidental of Oman, BP, Shell, CC Energy Development, Oman LNG and Eni, along with other major buyers outside oil and gas.

JSRS certification makes a supplier eligible. It does not replace an operator’s own vendor registration. Each operator keeps a vendor record in its own system, and we complete that step when a buyer starts it. JSRS is the Joint Supplier Registration System, the industry-wide supplier certification system of the Sultanate of Oman. It is operated by Business Gateways International on behalf of the Ministry of Energy and Minerals and is used by the oil and gas operators and other major buyers to find and check suppliers.
It is the required first step. Each operator also maintains its own vendor registration, which is completed when the operator's buyer adds the supplier to its system.
